President Kiir Assents to East African Community Statistics Bureau Act, Strengthening South Sudan’s Regional Integration

JUBA, June 26, 2026 — President of the Republic, His Excellency Salva Kiir Mayardit, on Friday assented to the East African Community Statistics Bureau Act, 2025, completing another key legislative step in aligning South Sudan’s domestic legal framework with its obligations under the Treaty for the Establishment of the East African Community (EAC).

The legislation was presented to the President by the Speaker of the Transitional National Legislative Assembly, Rt. Hon. Joseph Ngere Paciko, accompanied by the Minister of East African Community Affairs, Hon. Pieng Deng Kuol.

Speaking after the signing ceremony, Minister Pieng described the enactment as an important milestone in advancing South Sudan’s implementation of its commitments under the EAC integration agenda.

“This is one of the important outstanding legislative requirements under our regional integration roadmap. By assenting to this Act, South Sudan further strengthens its compliance with the East African Community legal framework and enhances its participation in regional institutions and programmes.”

South Sudan became the sixth Partner State of the East African Community in 2016, following the ratification of its Treaty of Accession. Since joining the community, the government has continued to domesticate EAC legislation and harmonise national laws with community legal instruments to facilitate deeper regional integration.

The East African Community Statistics Bureau is a specialised regional institution established under EAC law to coordinate, harmonise, develop, and disseminate official statistics across Partner States. It works closely with national statistical offices to ensure that demographic, economic, social, and financial statistics are produced using common methodologies and internationally recognised standards.

The Bureau plays a critical role in supporting evidence-based policymaking across the community by improving the quality, consistency, and comparability of official statistics. Harmonised statistical systems are also fundamental to monitoring implementation of the EAC Common Market and the East African Monetary Union Protocol, particularly in assessing macroeconomic convergence criteria among Partner States.

The newly enacted law establishes the legal framework for South Sudan’s full participation in the regional statistical system, enabling closer collaboration between the National Bureau of Statistics and counterpart institutions across the East African Community It also strengthens the country’s capacity to produce internationally comparable data for economic planning, development programming, regional trade, investment analysis, and public policy formulation.

The Act further advances South Sudan’s ongoing programme of legislative harmonisation under the Treaty for the Establishment of the East African Community, reinforcing the country’s commitment to regional economic integration and the long-term objectives of the East African Community, including the Common Market, the Monetary Union and, ultimately, the Political Federation.
