The question of how South Sudan should be governed has been a subject of intense debate since independence. The Patriotic People’s Party advocates for a system of federalism that brings government closer to the people while maintaining national unity and cohesion.

South Sudan’s vast size, ethnic diversity, and historical grievances make a centralized governance model inappropriate for our circumstances. The PPP believes that federalism offers the best framework for accommodating diversity, promoting local development, and ensuring that all regions share in the nation’s prosperity.

However, we caution that federalism must be implemented carefully and thoughtfully. It should not be a vehicle for ethnic division or the creation of economically unviable states that depend entirely on central government transfers. The PPP supports a model of federalism that balances regional autonomy with national solidarity.

Our federalism vision includes several key elements. First, clearly defined powers and responsibilities for each level of government, avoiding the confusion and conflict that has characterized past decentralization efforts. Second, equitable revenue-sharing mechanisms that ensure all regions have the resources to provide basic services. Third, capacity-building programs for state and local governments to ensure they can effectively deliver on their mandates. Fourth, mechanisms for inter-governmental cooperation and conflict resolution.

Decentralization is not just about administrative structures — it is about empowering communities to make decisions about their own development. The PPP supports the strengthening of local governance institutions, including traditional authorities, community councils, and local development committees.

We also believe that decentralization must be accompanied by accountability. Local governments must be transparent in their operations and responsive to the communities they serve. The PPP supports mechanisms for citizen oversight, participatory budgeting, and regular audits of local government finances.

The debate over federalism in South Sudan has often been polarized between those who want maximum devolution and those who fear fragmentation. The PPP seeks a middle path that provides meaningful autonomy for regions while preserving the unity and territorial integrity of the nation.

As South Sudan continues its transition, the question of governance structure must be resolved through inclusive dialogue. The PPP is committed to contributing constructively to this debate and to building a system of governance that works for all South Sudanese.
