The President of the Republic of South Sudan, General Salva Kiir Mayardit, issued a republican decree late yesterday evening, June 16, 2025, appointing Major General Rabi Mogoing Emmanuel as the new governor of Central Equatoria State, replacing Lieutenant General Augustino Jadalla Wani.
Emmanuel is considered one of the most prominent military leaders in the country, having previously served as Deputy Chief of Staff for Air Defense and Strategic Air Forces, in addition to being a member of the Civil Aviation Authority’s board of directors.
This appointment comes as part of a series of changes within military and security leadership, following recent adjustments in the army’s general command (SPLA), which affected several high-ranking positions.
Central Equatoria State faces escalating security and service-related challenges, placing the new appointment within the context of efforts aimed at enhancing stability and improving government performance in the state.
