JUBA, July 24, 2026 — The Council of Ministers, chaired by His Excellency President Salva Kiir Mayardit, approved a memorandum submitted by the Minister of Interior on South Sudanese Deportees, Hosting and Exiting on transit, alongside the endorsment of the National Labour Migration Policy, at its regular Cabinet meeting today.
The memorandum, presented by the Minister of Interior Hon. Aleu Ayieny Aleu establishes a comprehensive system for managing deportees and returnees, arriving through official entry points and temporary transit centers. It focuses on strengthening statistical data management, hosting procedures, transit support, and coordinated exit mechanisms for South Sudanese and foreign nationals requiring humanitarian, legal, and logistical assistance.
South Sudan continues to receive deportees and returnees from neighboring countries and overseas jurisdictions, many arriving with limited resources, incomplete documentation, and urgent humanitarian needs. In the absence of a coordinated system, deportees have faced delays in reception, inadequate shelter, poor access to medical care, and weak reintegration support. The new framework is intended to address these gaps in collaboration with relevant government entities.
The Cabinet also considered the National Labour Migration Policy, presented by Minister of Labour, Hon. Anthony Lino Makana. The policy seeks to promote safe, orderly, and well-managed labour migration; strengthen the administration of labour migration; enhance its contribution to the national economy through skills transfer; and safeguard the rights and welfare of migrant workers and their families.
In a separate briefing, the Ministerial High-Level Committee on Economic Reforms reported significant improvement in non-oil revenue collection since its establishment, attributing the gains to ongoing reforms in revenue mobilization and public financial management.
The Cabinet reaffirmed its commitment to policies that improve migration management, protect citizens abroad, promote decent labour mobility, and diversify government revenue beyond the oil sector.
