In a display of deepening bilateral relations, Prime Minister Narendra Modi hosted German Chancellor Friedrich Merz in Ahmedabad, Gujarat, on January 12, 2026, marking the German leader’s first official visit to India since assuming office. The two-day trip (January 12-13) coincided with the celebration of 75 years of diplomatic relations between India and Germany and built on the 25th anniversary of their Strategic Partnership, completed in 2025. The visit underscored a shared commitment to elevate ties into what PM Modi described as a “limitless” phase of collaboration in strategic sectors.

The day began with cultural diplomacy as the leaders paid tribute at the Sabarmati Ashram, honoring Mahatma Gandhi, before jointly inaugurating the International Kite Festival 2026 at the Sabarmati Riverfront. Both flew kites—including one depicting Lord Hanuman—symbolizing cultural exchange and people-to-people connections. This festive start set a warm tone for substantive discussions at Mahatma Mandir in Gandhinagar, where delegation-level talks focused on trade, technology, defense, education, and sustainable development.

Bilateral trade has surged past $50 billion, with Germany serving as India’s largest EU trading partner and over 2,000 German companies operating in India. PM Modi highlighted the mutual benefits, noting that close economic cooperation between the two nations is vital “not only for us but for all of humanity.” Chancellor Merz, accompanied by a high-level delegation of 23 CEOs, emphasized India as a “partner of choice” and a key element in Germany’s diversification strategy amid global supply chain shifts.

Key Agreements and Roadmaps Signed

The centerpiece of the visit was the signing of multiple pacts and declarations of intent (DoIs) across critical areas:

  • Semiconductors and Emerging Technologies: A Joint Declaration of Intent established a Semiconductor Ecosystem Partnership, promoting institutional research, industrial collaboration, and resilient supply chains. Discussions highlighted Germany’s role as a high-technology supplier, with eased export controls facilitating cooperation in AI, quantum computing, digital technologies, and Industry 4.0. The Indo-German Digital Dialogue’s 2026-27 Work Plan was finalized, prioritizing internet governance, data security, and emerging tech.
  • Critical Minerals: A DoI advanced exploration, R&D, processing, recycling, and asset acquisition in critical minerals essential for green transitions and electronics. This aims to reduce dependencies and build secure global supply chains.
  • Defense and Security: A new defense and security roadmap was unveiled to bolster India’s defense manufacturing base through joint development, production, and technology transfer. Enhanced military-to-military ties include joint exercises, training, port calls, and senior-level exchanges. Germany will participate in upcoming events like Naval Exercise MILAN and Air Combat Exercise TARANG SHAKTI, and deploy a Liaison Officer to India’s Information Fusion Centre–Indian Ocean Region.
  • Skill Development and Education: Agreements included establishing a National Centre of Excellence for Skilling in Renewable Energy at the National Skill Training Institute in Hyderabad. A comprehensive higher education roadmap invites German universities to set up campuses in India, promoting student mobility, joint research, and vocational training.

Additional pacts covered telecommunications, green energy, mobility, health, bioeconomy, and sustainable development under the Green and Sustainable Development Partnership (GSDP). The leaders reaffirmed support for concluding the India-EU Free Trade Agreement ahead of the upcoming EU-India Summit.

Humanitarian Note: The Ariha Shah Case

Amid the celebratory tone, PM Modi raised the sensitive case of Ariha Shah, a five-year-old Indian girl in German foster care since September 2021. The child was placed in custody following an accidental injury, with initial allegations against her parents later cleared. India has pursued the matter diplomatically, viewing it as humanitarian rather than purely legal. The government seeks to ensure Ariha grows up connected to her Indian cultural, linguistic, and religious roots, including Hindi learning and festival participation. Foreign Secretary Vikram Misri noted ongoing engagement with German authorities to support the family and facilitate cultural ties.

Broader Implications for Bilateral Relations

The visit reflects Germany’s prioritization of India in the Indo-Pacific amid geopolitical uncertainties. Analysts see it as a step toward diversified partnerships in technology and security. PM Modi invited deeper collaboration, while Chancellor Merz expressed intent to elevate ties further. The next Inter-Governmental Consultations are slated for Germany later in 2026.

This Ahmedabad meeting has injected fresh momentum into one of the world’s most dynamic partnerships, blending cultural warmth with strategic ambition. As both nations navigate global challenges—from supply chain resilience to climate action—the India-Germany axis promises mutual growth and stability.
