The Office of the President continues to drive the national agenda under the leadership of H.E. President Salva Kiir Mayardit. This latest engagement reflects the government’s ongoing commitment to advancing South Sudan’s developmental and peace objectives as the nation prepares for its upcoming democratic transition.

JUBA, September 23, 2026 — His Excellency President Salva Kiir Mayardit has sworn in South Sudan’s newly appointed caretaker government, calling on the officials to to unite, move swiftly and prioritise service delivery as the country prepares for general elections in December.

The President administered the oath of office to five categories of officials: the Presidential Advisor on Governance Affairs, caretaker ministers, caretaker governors of the ten states, caretaker chief administrators of the three administrative areas, and the Director General of the South Sudan Civil Aviation Authority.

The ceremony marked the beginning of a new phase in South Sudan’s political transition and the establishment of a leaner administration to guide the country through the electoral period.

In the context of South Sudan, the caretaker government is a temporary administration responsible for ensuring continuity of government, maintaining national security, delivering essential services and supporting a peaceful environment for elections as the transitional period comes to a conclusion. It will remain in place until elected authorities assume office.

It is important to note that no national ministry was dissolved by the Presidential Order. All national ministries and their administrative structures will remain operational under the caretaker arrangement to ensure uninterrupted administration, preserve national security and maintain the delivery of public services.

In ministries where no caretaker minister has been designated, the undersecretary will assume responsibility for the ministry’s day-to-day administration. Such ministries will operate under the overall supervision of the relevant designated caretaker ministers and authorities. This arrangement ensures that the work of government continues without interruption throughout the electoral period.

Addressing the newly appointed officials, President Kiir urged them to put national interests above personal and political considerations and to work collectively in responding to the needs of the people.

“Today is the beginning of a new era. I want you all to work with me to bring back to the South Sudanese people what belongs to them,” President Kiir said.

The President stressed that a new beginning requires urgency, discipline and responsibility from public officials.

“A new beginning means you, the officials, must move as quickly as possible to organize and deliver services to the people,” he said.

President Kiir also directed financial institutions and relevant government authorities to confront the country’s economic challenges and introduce measures aimed at improving the living conditions of the population.

The caretaker officials are expected to preserve the continuity of state institutions, protect public resources, maintain political neutrality and help create a conducive environment for peaceful elections scheduled for December 22, 2026.

The newly sworn-in officials thanked the President for the confidence placed in them and pledged to serve the country with commitment, integrity and professionalism.

They affirmed their readiness to work together, implement the government’s mandate and ensure that public institutions remain focused on service delivery as South Sudan moves toward elections and a new democratic chapter.
